ISS-KIN enrols and collects fees online
A five-part admission file and the fee payment, from form to receipt, without ever queueing at a counter.
The context
The Higher Institute of Statistics of Kinshasa recruits on file. Until now that meant a queue at a counter, a paper form, and a handwritten receipt for the fees.
For an applicant from the provinces, it meant travelling to Kinshasa before even knowing whether they would be admitted.
The challenge
An admission file is not a contact form. It needs full identity, parents, province of origin, secondary school, examination centre, year and number of the diploma, the percentage obtained, an emergency contact, later studies, and two programme choices.
Asking for all of that in one go on a Congolese connection means losing the applicant halfway. And behind it, the fees still had to be collected without rebuilding the queue in digital form.
Our approach
The file was split into two steps and five parts, with answers saved continuously. An applicant who loses their connection at the third part picks up where they stopped, on the same phone or another one.
Validation sits where it belongs: the secondary-school percentage is refused below fifty, the list of graduation years runs back to 1900 for late applicants, and the passport photo accepts moderate quality — because demanding a photo studio is a way of excluding people.
Fee payment is wired into the file: the applicant pays online and their file moves to paid status with no manual step at the registry.
The results
The 2026-2027 applications arrive complete and paid, with no queue. The portal is public: open it, walk through the form, and you will see exactly what an applicant sees.
